PRESS RELEASE DA to Deploy PDOs to Assist LGUs on YRRP Projects The Department of Agriculture – Regional Field Office 8 announces the deployment of a group of Project Development Officers (PDOs) that will be assisting the local government units (LGUs) in their efforts to comply all the needed documentary requirements for the ultimate transfer of the Yolanda Rehabilitation and Reconstruction Program (YRRP) Funds with concerned LGUs. The announcement came from no less than Atty. Salvador D. Diputado, DA-8 Regional Executive Director, in a bid to prop up support on the seemingly dragging or snail-paced submission and processing of supporting documents by some Typhoon Yolanda-affected municipalities in Region 8. According to Director Diputado, this seven-man team will be immediately assigned to priority areas or LGUs that can hardly prepare and submit agriculture-related project plans. Based on feedback from the field, these LGUs, commonly point out the lack of, if not, inadequate technical expertise among LGU personnel that will handle the preparation and packaging of appropriate proposals. Thus, commonly hinders them from prompt and timely compliance of the desired documents. Hopefully, the PDOs can be of great help since they will be helping these problematic LGUs in addressing their issues and concerns, including the conduct of validation and review of submitted documents, supervision of said YRRP funded projects and submission of monthly monitoring and accomplishment reports, among others. The specific names and areas of assignment of these newly hired PDOs are as follows: Name Area of Coverage Mr. Antonieto L. Pernia Leyte District 1 Mr. Ern R. Pahayahay Leyte District 2 Ms Elaine Ladez Leyte Districts 4 and 5 Mr. Salvio Jerome M. Madaguit Leyte District 3 and Biliran Mr. Zoilo B. Ayeng Southern Leyte Mr. James Letrano Tripoli Eastern Samar Mr. Jobert C. Bomediano Samar and Northern Samar Meanwhile, Director Diputado is appealing to the local chief executives and other municipal officials to extend any possible assistance such as: temporary accommodation, food and even vehicle for the PDOs to be able to efficiently discharge their tasks and responsibilities. After all, they are being deployed to the municipalities to lend their hands in accomplishing vital documentary requirements which prevent the transfer or downloading of YRRP funds to the respective LGUs. It may be recalled that out of PhP3.6 Billion YRRP Funds allotted for the Agri-fishery sector PhP2 Billion worth of projects have been obligated as of November 15, 2017, while the remaining PhP1.6 Billion has got to be fully obligated and utilized until December 31, this year. “We are very optimistic that our deployed PDOs could really help and make a big difference. Their primordial role is to avert any possibility for the remaining YRRP funds to be diverted to Marawi City which is also in dire need of financial help from the national government,” Dir.
