LEGAZPI CITY — The former Bicol regional director of the Land Transportation Franchising and Regulatory Board (LTFRB) has filed a complaint against his ex-boss, LTFRB Chair Martin Delgra, accusing Delgra of abuse of power and of allegedly protecting erring bus firms.
